Au Cameroun, carnet de guerre en “Ambazonie” [+vidéo]

TV5MONDE | Le 1er octobre, un groupe armé de sécessionnistes camerounais autoproclamait une république anglophone dénommée “Ambazonie”. C’est là que se concentrent les combats qui secouent le Cameroun depuis plus d’un an et qui se sont intensifiés ces dernières semaines. Enquête.

A travers le hublot, la jungle. Sur des centaines de kilomètres carrés, une forêt presque vierge est traversée par les cours sinueux des rivières dans le Sud-Ouest du Cameroun. En contrebas, l’une des deux régions anglophones du pays, celle qui se trouve désormais au cœur d’une guerre larvée près de la frontière avec le Nigeria.

Dans l’hélicoptère de l’armée camerounaise, l’heure est aux dernières vérifications des cartes de la région avant le prochain atterrissage. Un voyage vers l‘épicentre de la crise qui secoue le Cameroun depuis un peu plus d’un an et qui a connu une sanglante escalade ces dernières semaines avec l’apparition d’un groupe armé de sécessionnistes qui ont autoproclamé le 1er octobre une république anglophone dénommée “Ambazonie” où se concentrent les combats.

C’est la zone la plus sensible où il y a eu plusieurs combats. Et ici, c’est un combat qui est particulier, un combat de guérilla. Nous avons mis des forces qui sont appropriées et qui peuvent mener ce genre de combats. Et une fois que c’est sécurisé, nous tenons la zone pour exprimer notre souveraineté.

Guérilla urbaine mais aussi guérilla rurale qui a déjà coûté la vie à une quinzaine de militaires camerounais ces deux derniers mois. Dans le huis clos de cette forêt, la dernière grande bataille en date a eu lieu dans le village de Dadi, un ancien fief des séparatistes repris par l’armée.

Pas de bilan officiel, mais de source militaire, des dizaines de sécessionnistes auraient été tués.

Dadi, village fantôme devenu symbole

Dans la cour de ce qui fut un centre d’instruction pour miliciens anglophones de l’Ambazonie, des armes ont été retrouvées par les militaires, dans ce village ratissé depuis maintenant plusieurs jours. Des fusils de chasse plutôt très répandus dans cette région.

Vous voyez là des armes de fabrication artisanale. Ils ont des armes de guerre également. Ici, nous avons trouvé également ces armes par centaines dans ce village et c’étaient des armes essentiellement orientées vers les forces de défense et de sécurité utilisées par l’armée qui était en train d’être mise sur pied par ces assaillants. Ce sont des armes dangereuses. Si vous n’êtes pas protégés dans les 20 à 30 mètres, c’est un carnage !

Depuis sa reconquête par l’armée camerounaise début décembre, Dadi s’est vidée de tous ses habitants. Tous ayant fui au Nigeria voisin par peur de représailles de l’armée. Un village fantôme sous la chape d’un lourd silence.

Seule présence civile parmi les militaires, celle de cette femme âgée, malade et malentendante abandonnée ici après la fuite des autres habitants. Quelques mètres plus loin, dans une maison proche, une autre octogénaire, elle aussi, laissée dans le village déserté, nourrie au quotidien par les rations de l’armée, et désespérée par la tournure prise par la crise.

J’ai le cœur brisé. Je prie Dieu et je lui demande de faire en sorte que tous ces problèmes s’achèvent et que tout le monde puisse retrouver sa tranquilité. Qu’on ait à manger ou pas, que chacun puisse rester chez soi. Je prie pour ça…

Dadi, un bourg devenu un symbole. Celui de la première tentative d’occupation militaire du territoire camerounais par les séparatistes de l’Ambazonie…

C’est ici, il y a quelques semaines, qu’une vidéo a été produite par les séparatistes anglophones. Elle montrait un responsable de la république autoproclamée d’Ambazonie passer en revue des troupes. Ce document a officialisé la création d’un groupe armé bien décidé à s’en prendre aux symboles de l’Etat du Cameroun dans cette partie du pays. Mais depuis, sur cette place, le drapeau camerounais flotte à nouveau.

Le pays imaginaire de sécessionnistes

Sur la désormais fameuse vidéo, on y voit aussi le drapeau de l’Ambazonie, sur fond bleu et blanc, avec treize étoiles. Un pays encore imaginaire, mais pour lequel les sécessionnistes ont déjà leur hymne. Une parade comme un défi lancé aux autorités camerounaises qui ont fait suivre ce rassemblement, minute par minute, grâce à un dispositif de surveillance aérienne comme le montre des photos que nous nous sommes procurées.

Cette branche militaire des sécessionnistes anglophones est soupçonnée d’être déjà à l’origine d’au moins une quarantaine d’attentats dans les régions anglophones du Cameroun. Une crise qui a dégénéré dans la violence, très loin des revendications de départ de syndicats d’avocats et d’enseignants réclamant une meilleure prise en compte de leur identité par l’Etat.

Neutraliser ces milices des séparatistes anglophones radicalisées, c’est l’obsession du Général Melingui, commandant militaire de la région, en quête quotidienne de renseignements face à un ennemi insaisissable.

Nous savons qu’ils sont entraînés par des étrangers, notamment quelques mercenaires blancs dont je ne donnerais pas la nationalité. Il y a aussi quelques Camerounais, quelques déserteurs de notre armée qui les ont rejoints et qui forment ces gens-là.  Ça risque de se transformer complètement en un conflit asymétrique où on fait face, non pas à une armée régulière, mais à des hordes qui sortent de gauche à droite et qui viennent faire quelques coups d’éclats puis se replient dans leur base arrière.

Patrouilles police/armée

Sur le terrain, la riposte s’organise face à ce nouveau “front terroriste” désigné comme tel par le gouvernement camerounais. Pour y faire face, des patrouilles mixtes police/armée chargées de veiller sur la création de nouveaux postes de combat, le long de cette piste qui mène au Nigeria. Ce pays voisin sert de base arrière aux séparatistes qui y ont trouvé un repli au milieu de 7000 réfugiés camerounais, déjà officiellement recensés de l’autre côté de la frontière.

« Cette route qui mène au Nigéria, explique le capitaine Gaston Ngotio, chef de détachement de Dadi, c’est sensiblement deux et demie, trois kilomètres… Avant hier, il y a eu une infiltration dans le village et c’est certainement ceux qui sont partis avec les armes. Donc quand il y a déjà infiltration, ça veut dire que c’est une attaque. Ils venaient comme ça nous surprendre. Mais ils n’ont pas eu le courage de nous affronter. On les a dispersés… On les a repoussés … »

Fuites des anglophones

Si des milliers d’anglophones ont fui les villages de la zone frontalière, c’est pour certains, échapper à la répression anti-indépendantiste des derniers mois qui a fait plusieurs dizaines de morts. D’autres habitants ont choisi de rester regroupés autour de leur chef traditionnel devenu anti-sécessionniste et dont le discours illustre la division des anglophones au sujet de l’Ambazonie.

L’Ambazonie pour nous, c’était quelque chose qui venait avec un vent très fort. Mais après on a vu que c’était un mirage. On n’y croit plus. C’était un rêve où on se disait qu’il y avait quelqu’un qui est hors du pays, qui viendrait avec beaucoup de choses, on ne l’a jamais vu, on ne sait pas comment il est.

Séparation entre anglophones et francophones

Aujourd’hui, des chefs de file d’Ambazonie vivent en exil, ou en semi clandestinité, trois mois après la proclamation symbolique de leur république virtuelle. Quant aux activistes de la diaspora, ils ont choisi des pays sûrs comme l’Afrique du Sud. Mais ici, dans les bastions séparatistes des régions anglophones du Cameroun comme Kumbo, les partisans de la sécession restent convaincus du bien-fondé d’une séparation d’avec la partie francophone.

Je souhaite que l’Ambazonie devienne un pays parce que nos frères et sœurs sont allés à l’école, ils ont obtenu des diplômes et n’arrivent pas à trouver du travail. Et même quand ils candidatent à un poste, ils ne sont pas retenus parce qu’ils sont anglophones. Alors que pour les francophones, c’est plus facile de décrocher un job. Voilà pourquoi, nous voulons quitter le Cameroun et devenir indépendant. Les gens d’Ambazonie veulent se séparer de la République, mais les francophones ne veulent pas que ça arrive. Donc nous devons nous battre pour obtenir ce départ.

Ce jeune homme a participé comme élève à une manifestation pro indépendance au cours de laquelle il a reçu une balle dans la poitrine. Mais il reste persuadé d’avoir un bien meilleur avenir, et plus de chances de trouver du travail dans un futur pays anglophone, tant fantasmé.

Sécession, retour au fédéralisme ou décentralisation ?

Voilà plus d’un an que le débat agite la société civile et la classe politique camerounaise. Avec en première ligne, des députés anglophones de l’opposition comme Joseph Wirba. Une figure controversée du Parlement qui a décidé de boycotter l’Assemblée. Dans son fief, ici à Jakiri, il milite pour un vote afin de trancher sur l’avenir du Cameroun anglophone qui a été rattaché à la partie francophone par référendum en 1961.

Demandez-leur de nous organiser un référendum. Organisons un vote, un homme, une voix et voyons ce qui va arriver. Et les gens qui peuvent répondre à cette question maintenant sont les gens de ce territoire. Si vous venez ici et posez cette question directe par référendum : “Voulez-vous un Etat unitaire ou non”, alors, les gens pourront vous répondre. Et c’est notre position non négociable.

Des sécessionnistes, “terroristes” pour l’Etat camerounais

Quelle forme doit prendre l’Etat au Cameroun ? Une question institutionnelle à laquelle le porte-parole du gouvernement entend donner la réponse officielle des autorités. Entre condamnation des sécessionnistes, et volonté affichée d’un dialogue mais avec des lignes rouges.

Il y a eu des violences, des bâtiments incendiés, des écoles incendiées, des élèves battus à mort, des populations intimidées, prises en otage par la violence orchestrée, organisée par les sécessionnistes.

« Nos compatriotes des deux régions, du nord-ouest et du sud-ouest, dans leur immense majorité n’adhérent pas aux idées de ces extrémistes violents sécessionnistes, raconte le ministre, qui en vérité, par leurs pratiques et leur modus operandi ne sont ni plus ni moins que des terroristes. J’ai dit qu’il n’y avait pas de sujet tabou. Venez avec toutes les questions qui taraudent votre esprit, qui traversent votre esprit et parlons-en. La seule chose qui demeure non négociable, c’est l’intégrité territoriale de notre nation. »

Une fin de non-recevoir pour les séparatistes de l’Ambazonie, nom inspiré par cette baie d’Ambas, dans le sud-ouest Cameroun. Une colonie britannique puis possession allemande avant de redevenir sous une tutelle anglaise. Une histoire utilisée aujourd’hui par ceux qui contestent la réunification du Cameroun francophone et anglophone, il y a maintenant 45 ans

Now look at the video where La Republic troops came to that same village, all the villagers ran away and abandon their villages to the soldiers. The question now is who is a terrorist? He who protects the people or he who kills unarmed civilians?

  7. Quite a mystery that the government is celebrating the recapture of Dadi, but saying nothing about the ghost town the action has created. In the north when villages were recaptured from Boko Haram terrorists, villagers stayed instead of fleeing. People flee away from terrorists. The Cameroon government has to explain how it has managed to put the lives of so many people in danger. Instead of protecting them, they are now refugees in Nigeria while La Republique is parroting their success in maintaining the integrity of Cameroon.

    Goes to show that the integrity of Cameroon as perceived by Yaounde exempts the well-being of the Anglophone. It is so sad to watch this country gradually descend into a state of Anathema because that recluse in Yaounde is tight-lipped, locked away in his palace.

    • @ eyallow. This is because the villagers in the north are Cameroonians and some of those in Dadi are Nigerians. Why did they run to Nigeria if they are Cameroonians? They could have ran to other relatives in other parts of Cameroon but chose to run to Nigeria where they have their relatives. We will never allow these Anglophone Cameroonians with tainted Biafra blood who call themselves secessionists come and hijack our protest against the Biya regime. The majority of us Anglophone Cameroonians have no Biafra ancestry and want nothing to do with you people as we don’t support barbarism. I can assure you that the Anglophone Cameroonians with no Nigerian or Biafran ancestry are still in that village and didn’t go to Nigeria.

I am Anglophone from the North West Province and what concerns me is the way the Biya Regime has gone around handling this issue. I suppose the thought process effected by the likes of you and Mbappe who are diehard Biya supports reflects the way the demented demagogue himself thinks.

        There is an Anglophone problem, which he has overlooked for over 35 yrs. these are the consequences. Even those clamouring for secession, I’m pretty sure have taken this road as a last resort. Everyday that you take a bucket to the well one day its bottom will fall out. This is Biyarism. Do you understand how annoying it is when you refer to us as Biafra? I put up with being called a Biafra for years in Douala.

          I know what you are saying, but know that there is a good number of NGR in most of those border towns in manyu. I am fine with them being there, but the problem is they are running back to their families in NGR and creating confusion in this crisis. Most might even be running cos of no residence permit for years.

          This is not to claim that there are no CMR running, but the number is not what they want us to believe…

They are living their lives in peace. That your secession fight only ends in Mamfe. Buea, Limbe, Bamenda etc don’t give a damn. Real Cameroonians will never burn down their own schools and infrastructures because they are angry with the Biya regime and want to separate. If these were real Anglophone Cameroonians, they would have done something to hurt Biya and not their own people. How does burning Anglophone schools, infrastructures and depriving children from going to school affect Biya? These are acts of intimidation. Ma soeur these thugs can’t be doing this if they were 100% Anglophone Cameroonians. They are Anglophone Cameroonians with tainted Biafra blood sent to come and separate us just as their brothers are trying to separate from Nigeria to form their Biafra Ambazonia republic.     The Divisional officer of Manyu asked villagers to abandon their villages and become refugees in Nigeria so the army can come and declare victory in ghost villages.
    The truth is if you ask West Cameroonians if they believe the Cameroonian army is there to protect them you will find out more than 80% don’t trust the army will protect them but instead will violate and abuse them.
    You don’t build National Unity by calling everyone who proposes a different form of the state terrorist.
    Conduct a referendum today in West Cameroon and you will find out 80% of the people no longer believe in this union in its current hypercentralized form as sustainable.
    Call it terrorist, separatist, secessionist, Federalist etc change is inevitable.

Why are some of those villagers running to Nigeria and not to other parts of Anglophone Cameroon? This people have Nigeria ancestry that’s why they are running there. If they feel more comfortable with their relatives in Nigeria, let them go there and leave our land alone. Our protest was not about separation. Our protest was against the marginalization of Anglophone Cameroonians by the Biya regime. You people have hijacked our protest. You are free to join the Biafrans separate from Nigeria and form your Biafra Ambazonia there. We the 80% of Anglophone Cameroonians with no attachment to Biafra will never separate from our Francophone brothers because of crimes committed by the Biya regime.

    When I see those police and soldiers they don’t look as people who had a good training, they are not soldiers/police I would fear. I understand your fight for freedom but there is one thing I don’t understand. There is already a president and ministers of Ambazonia without any election. When I see this it does not give me a good feeling for the future. Sounds to me as people are already fighting for power and money. Is it realy necessary to have a government already? You can have a leader for your fight but why should you call him “president”? This Anglophone crisis is not seomething that can be solved easily and I think you started a fight that will take years.
