Cameroun: Retour au fédéralisme ? [+audio]

Les leaders syndicaux et activistes de la société civile ne décolèrent pas après que leurs contestations ont été réprimées en janvier dernier. Ils souhaitent un Etat fédéral pour mettre fin à la crise.

Au Cameroun, trois leaders syndicaux arrêtés en marge des manifestations de janvier dernier dans les villes anglophones sont toujours sous les verrous. Les  crispations des anglophones reste palpable. Le procès de trois de leurs compagnons de luttes a été reporté au 23 mars pour permettre au ministère public de présenter la liste de ses témoins.

Donc pour l’instant l’avocat Agbor Balla, le professeur Fontem Neba et l’animateur de radio Mancho Bibisi, arrêtés dans la foulée des contestations de janvier dernier, sont toujours derrière les barreaux, en dépit des demandes de libération formulées par leurs collègues.

Selon Wilfred Tassang, activiste de la société civile au Cameroun, “ Le gouvernement de Yaoundé a déclaré la guerre à notre peuple. Et nous lui devons faire savoir que, dans l’histoire, aucune autorité n’a jamais gagné aucune guerre contre son propre peuple. L’indifférence exprimée par Yaoundé par rapport aux revendications des syndicats et associations de magistrats et d’enseignants depuis le 20 octobre dernier, la brutalité, les assassinats, les arrestations et intimidations, tout cela nous pousse à réexaminer le bien-fondé du fédéralisme. “

La partie anglophone souhaiterait un Etat fédéral

Les Camerounais ont déjà fait l’expérience du fédéralisme dans les années 1960. Mais ensuite, les anglophones espèrent ainsi bénéficier des mêmes droits sociaux au même titre que leurs compatriotes francophones. C’est ce qu’explique le politologue Issa Saibou:

“D’un côté les magistrats et de l’autre les enseignants, ont revendiqué que leur spécificité anglophone soit davantage prise en compte dans l’exécution du système judiciaire et éducatif au niveau du pays. D’aucun ont appelé cela sécessionnisme, à savoir que ce sera un point de départ d’une évolution cers la cxreátion d’un Etat à part entière…”

Et selon le rapport de 2015 du PNUD sur l’indice du développement humain, le Cameroun est classé 153 ème pays parmi les 183. Avec un taux de chômage croissant avoisinant les 70% . Ce qui, toujours selon le politologue Issa Saibou, peut expliquer le mécontentement des Camerounais en général,  même si les chiffres officiels publiés par les autorités ne font état, eux, que de moins de 5 % de chômeurs dans tous le pays.

    • How is that slogan killing the fight? it is just a simple truth that has been exposed.So you expect them to stay silent while you francophonize their system of education.When are we going to be fair to each other when it comes in solving problems.If you come up with an idea and your brother disagree with your points of view, try to investigate his points of disagreement.Don’t just impose him because you are his senior brother.Are the francophone not imposing because of their majority?.

        I stopped explaining myself when I realised people only understand from their level of perception.
        I still think this slogan is really ridiculous. It does not help the legitim revendications of the “Anglophones “.
        We are in 2017. A black African in Africa wearing this type of nonsense on the streets of the motherland is really lost.
        If you get it, fine. If you don’t, I can’t help.

          Been dynamic is where your heart lies.I perfectly understand your point of view, but your dynamism should not prevent the truth to be spoken.I see many of you here are trying to eradicate the impact of colonialization of which you cherish your language French, it culture and system of education.Any person who refused that the francophones are not trying to francophonize the Anglophones is telling a big lie.I have pass through French teachers who were been posted in English schools who can’t express themselves in English.When they are trying to express themselves in English, the students will instead be laughing.Even to read names, he will be pronouncing them in French.The truth if bitter but should be spoken.The slogan above is rightly put.

    • Dear sister going back to the days of the Portuguese in Cameroon until date there is no Black African Language, I repeat None use in Business, education, commerce, science, technology, health etc.
      All the panafricanist combined have not been able to create a universal African language, University, Stock market, Banking system etc.
      The Europeans have it, the Arabs have theirs, the Jews have it, the Chinese have it etc.
      We were slaves for a reason, we shall be defined by European languages forever, we can deny it all we want.
      We use their money, we study their history, we use their language, we emigrate to the countries to better our lives.
      If the Chinese kids are studying English, who is the Cameroonian government to impose French on Anglophones?
      There is no African smart enough to colonize another African that is a fact. Yes there are African more brutal than others!
      No one Cameroonian after 56yrs advocated for Douala, Hausa, Bakweri, Banso to become the national language instead they are killing themselves to impose French and therefore Francophonization of Anglophones as their sole purpose.
      Until communication in Cameroon is in Douala, Bakweri or Banso we are nothing but vestiges of a European colonial system.
      If French is good for Francophones then English is gone for Anglophones. We can accept and live in peace or we can spill blood and go our separate ways. There shall be no winners!! Just a holocaust museum or another museum like in Ruwanda.
      No body will take the land of our ancestors in the name of Francophonization, the whiteman did not take it, no Blackman will take it.
      If you like garri chopam if I like fufu leave me alone na ma choice. The freedom of man can’t be suppressed for eternity.

      • Indeed. Facts are facts. There is nothing we can do about it. The past is the past, but the future of our Land and continent is in our hands. We have a duty as the enlightened ones to form and contribute to a better future for our children, the next generations. We can’t just sitt and accept to remain slaves for ever.
        Great things are happening in Africa. Africans are waking up and are working hard all over the world to change things.
        I’ m optimist when it comes to the emancipation of our people.
        We must elevate our minds and think positively and work hard for things to happen.
        Many of us are doing just that.

          Biku I don’t see it.
          Many of the people blowing hot air about Africans who don’t get it speak French (perhaps that is an African Language). Many others wear coats when they say this. Again I refer you to stations like Afrique Media and others were some panelists are on the payroll of some heads of states.
          If it is a war they want they will get it. Like Wirba said….when all opportunities for justice are quashed, you leave us with no option but to fight.

      First you did not give Nigeria any territories. The people voted to leave. As the beneficiary of a dictatorial system the meaning of self determination is lost on you.
      Now why are you only interested in that part of Kamerun to the west? Why don’t you take the parts in CAR towards Bangui, Tchad’s, Congo, Gabon and Equatorial Guinea? Or you don’t know the true history?
      Nothing can stop any people who want to be free….nothing. We fought the Pharoah’s in Sudan before descending to our current location, we fought tribes around the great Kongo Kingdom….we will fight anyone who seeks to take our ancestral land away from us for we can go south no further….we have met the sea.     French police arrested a dozen people on a fourth straight night of clashes with youths on housing estates north of Paris, amid fury over a violent arrest in which a police officer was charged with raping a young man with a baton.

    The case put the spotlight on police brutality in France, where officers are regularly accused of using excessive force in poorer neighbourhoods, particularly against black and minority ethnic young men.

    One officer was charged with anally raping a young black man with an expandable police baton during an arrest after identity checks on a police patrol last week in Aulnay-sous-Bois north of Paris. The 22-year-old, known only by his first name, Théo, suffered such serious injuries to the rectum that he needed major emergency surgery, and remains in hospital. Three other officers were charged with assault. The four officers, who deny the charges, have been suspended.

    Despite those conclusions, French Interior Minister Bruno Le Roux announced Sunday that one officer faces aggravated rape charges and three others have been charged with aggravated assault, according to the Independent. The men deny the charges and have been suspended from the police force, the paper reported.

    Southern Cameroon Restoration

    There are important timeframes that some of us have discussed with MORISC and other groups:

    Two out standings:
    Election of Transition Government – We need it ASAP
    The reason for elections is per advice from some member countries and in compliance with UN Charter on secession of a minority marginalized, slaughtered, raped, enslaved, suppressed, tortured and human rights violations.

    Most of us who have explored this LRC cruelty elect nonviolence for now. We Cameroon Crises opted to work with Morisc so that we have a united front.

    We again strongly encourage everyone to create a tweeter account. It takes us further than a Facebook and you can alert media, and important people/organizations in the world. Funny to hear Biya tweeted his Youth speech from BBC. Do you believe Biya tweeted?

    Installation of Transition Government

    The objective that we have unites us all. We hope to come up with an election model that is “non evasive” and disruptive by LRC forces. We need 50+1%. Why?

    Meanwhile, we are working on getting a radio station immediately to broadcast in Southern Cameroons. Do not ask how this will work.

    The transition Government will be officially installed in Southern Cameroons.

    We understand the implication of the installation and will seek UN protection per UN resolutions. The groundwork is taking place by members we cannot disclose their identities.

    We are seeking the services of a Law Firm that is not only equipped with International Conflict resolution, but also effective lobbying skills. The firm is influential and will be announced. The firm will guide SC from March to installation and ensuring effective human rights and war filling in ICJ. We cannot dwell on this at this time.

    As noted, all options are on the table. To ensure our defense after SC, we need to start training and incorporating our armies in advance weaponry outside Cameroon. This is under review.

    We are aware of many SC who have invested in LRC. We will negotiate through our legal experts and the UN how to protect their interests and property as we do it in SC for LRC citizens. We expect this process to be peaceful and less drama.

    We are also aware of our citizens who are civil servants in LRC. We will incorporate them into our administration.

    Meanwhile, we are beginning to review huge infrastructure projects to provide jobs in our capital cities, seaport, airport etc. etc. This is to let our citizens know that we are not just about restoring Southern Cameroons but nation building thereafter.

    Our transition Government will be charged with many duties that include an effective Constitution draft with Term limits, policies, sound Democratic structures, electoral code, etc. etc.

    We hope that Apple Network will provide the SMS cards that will restore services in all of Southern Cameroons. Our fallback is Amazon.

    In the face of horror and agony and suffering, if you look closely, there is an outlet for hope. We regret the actions of LRC in detaining many of our families. Most of us continue to intervene and ask for their unconditional release.

    If Biya were to release everyone today, does that meet our objective? What it means is that Biya can release them using amnesty as a reason… but we expect Southern Cameroonians to ask why they were detained in the first place. No credit should be given for such release. It is to distraction from the main objective for some – Restoration of Sovereign Southern Cameroons.

    We have no time to waste as our partners have encouraged us to fight on. Among are countries we are not going to name at this point.

    This is the nonviolent route but we reserve the right to step up with measures if there are continues arrests and killings.

    Most importantly we are crafting economic sanctions that will hurt LRC. We established that 60% of GDP for LRC comes from Southern Cameroons. We want to reduce it by 40%. A brief study indicates that LRC pays an IMF loan and a World Back loan. Though pre-approved, the amounts were not all handed to Cameroon.

    Failure to pay would stop the loans. If we disrupt the flow of oil for a week or two LRC will enter into default. If we disrupt the timber logging by two weeks, LRC will crawl on her knees. We allow people to complete this thought process.

    We are waiting for MORISC to provide additional information per their Saturday meeting. Our hope is to provide effective leadership to see these processes through. Most people are not sleeping. We like to know what is going on for example the actions in Ndop. This permits us to come up with innovative processes that protect our people but effective in starting to make life uncomfortable for the foreigners.

      I have asked here before why must prefects and sub prefects be imposed on us? What is a prefect? Are we in a dormitory? Is that not frenchification and francophonisation?
