Comment Genève a cristallisé la crise camerounaise

swissinfo | Le séjour controversé de Paul Biya à Genève a jeté une ombre sur la médiation suisse entre des représentants des séparatistes anglophones. La société civile camerounaise s’interroge sur son sens, alors que le Cameroun est miné par les difficultés économiques et l’impasse politique.

Le séjour de Paul Biya à Genève a tourné au vinaigre, alors que 6 membres de sa sécurité ont été condamnés avec sursis mercredi par la justice genevoise à la suite de l’agression la semaine dernière d’un journaliste de la RTS Lien externeaux abords du palace où le président séjourne.

Officiellement, ce dernier séjour «privé» à l’hôtel Intercontinental (qui s’est achevé ce vendredi) est sans rapport avec la médiationLien externe entreprise par la diplomatie suisse entre différents groupes de séparatistes des régions anglophones du Cameroun. Juste une coïncidence.

Mais la manifestation samedi dernier de deux à trois cents opposants à quelques centaines de mètre du palace, repoussée par la police à coup de gaz lacrymogène, est venue rappeler que la crise profonde que traverse le pays ne peut être ignorée.

Joint à Douala où il séjourne hors de son cadre professionnel, l’analyste à l’International Crisis Group Hans De Marie Heungoup le confirme. «Si l’on salue l’initiative suisse vu le niveau d’acrimonie entre séparatistes et gouvernement, on rappelle aussi qu’elle est loin de toucher le gros du problème», précise ce citoyen camerounais.

Une petite minorité a choisi les armes

De fait, la crise dans les régions anglophones ne se limite pas aux séparatistes. Les fédéralistes et les partisans de la décentralisation estiment qu’il est possible de rester dans l’Etat unitaire instauré par le prédécesseur de Paul Biya, pour autant que le régime les écoute. Les groupes séparatistes, armés ou non, ne représentent donc qu’une minorité.

«Certains fédéralistes ne voient pas d’un bon œil la médiation suisse et l’attention portée sur les mouvements séparatistes du fait de leur passage à la lutte armée. Eux qui expriment pacifiquement leur revendication et subissent une dure répression en retour se sentent mis sur la touche», relève Hans De Marie Heungoup.

Un sentiment analogue traverse le reste de la société camerounaise, majoritairement francophone, témoigne Hans De Marie Heungoup.  «Divers éléments de la société civile camerounaise dénoncent le fait de n’avoir pas reçu la moindre information sur la médiation suisse. Ce qui nourrit leur sentiment d’être aussi complétement tenus à l’écart par Yaoundé.»

Leurrer la scène internationale?

Cette attention portée aux groupes armés séparatistes à l’international – la médiation suisse a été saluée par le secrétaire général de l’ONU  les Etats-Unis et l’Union européenne – est d’autant plus injuste aux yeux de nombreux Camerounais que le gouvernement est perçu comme largement responsable de cette radicalisation armée en 2017 pour avoir réprimé durement les manifestations pacifiques dans les régions anglophones en 2016.

«L’impression ici est que le régime de Paul Biya cherche ainsi à discréditer les revendications des régions anglophones, tout en montrant patte blanche sur la scène internationale, en soutenant des initiatives diplomatiques comme celle de la Suisse», témoigne Hans De Marie Heungoup.

Avant de souligner: «Mais le niveau de délitement socio-politique est tel qu’il n’est plus possible de traiter séparément la question des provinces anglophones. Il faut prendre en compte l’ensemble de la crise camerounaise, même si le conflit dans les régions anglophones en constitue son expression la plus violente.»

Ethniciser la crise politique

Or Yaoundé, la capitale, n’en prend pas le chemin, poursuivant sa tactique de diviser pour mieux régner. En témoigne ces derniers mois les attaques verbales contre des figures de l’opposition portant sur leur appartenance ethnique.

Hans De Marie Heungoup ne croit pas qu’il y ait un risque imminent de guerre civile. Mais ces germes de division sapent les tentatives de former un front uni face au gouvernement et repoussent d’autant toute sortie de la crise générale que traverse le Cameroun.

Une réalité que le gouvernement suisse pourra difficilement ignorer dans ses relations avec le Cameroun et ses tentatives de médiation.

      3. Swiss parliamentarians introduced a PERSONA NON GRATA motion against him
      4. BAS militants gave him an ULTIMATUM to quit Geneva or else….
      5. His wife’s pieces of jewellery were seized by the Belgian authorities
      6. His citizens were teargassed and water-cannoned by the Swiss police
      7.etc

      In sum, Dictator Biya was humiliated, insulted, ransacked, ashamed and disgraced in Geneva.
      A monumental, colossal task second to impossible is waiting for his apologists who continue to resist the truth and deny reality.

      That notwithstanding, the « Acte 2 de la mobilisation générale pour Genève » still took place in Geneva in the absence of Dictator Biya.
      The whole world is now aware of Dictator Biya and his Intercontinental Hotel squandermania.

      PATRIOTISM: Patriotism or national pride is the feeling of love, devotion and sense of attachment to a homeland and alliance with other citizens who share the same sentiment. This attachment can be a combination of many different feelings relating to one’s own homeland, including ethnic, cultural, political or historical aspects.

You pretended here for a very long time that you loved Cameroon i.e you were against the Ambazonia and the Biya regime just as Zam Zam and myself but unfortunately it didn’t take long for you to expose yourself as a Biya supporter.The sad thing is that the reason you support Biya is because he is from your tribe. What a shame and disappointment. I thought you were better than that and you were one of us like Patrice Nouma, J Remy Ngono, Zam Zam, Bob Jazz etc etc who really love this country called Cameroon and want it to prosper. Hopefully, he took enough shampoo and toilet paper from the Intercontinental as sovenirs because he will never set foot there again as a private citizen. 11,000 signatures and counting on file to declare him “persona non grata” in Geneva. He is responsible for opening the eye of the world to his selfishness and callousness with this trip. With all the problems in Cameroon why did he have to go to Geneva now?
