Passation de service entre Premier Ministres sortant et entrant, tour du propriétaire certainement. Cérémonie brève mais solennelle où Ephraïm Inoni a engagé ses collaborateurs d’hier à apporter tout le soutien nécessaire à son successeur.Pour les dossiers, du Premier Ministre sont connues, tous les tenants des postes économiques au gouvernement ont été maintenus, les urgences sur le front social sont connues.Le 33e gouvernement de l’ère Biya prend donc progressivement ses marques depuis ce mercredi. Après sa prise de fonction, le premier ministre Yang Philémon a procédé à l’installation des membres du gouvernement nommés hier.Une série de cérémonies menées au pas de charge. Le ministre délégué à la présidence chargé de la défense, le ministre des postes et télécommunications, puis d’autres encore. Au total 9 ministres et secrétaires d’état seront ainsi installés dans leurs nouvelles fonctions.

Un responsable de l’hebdomadaire camerounais Germinal, Jean Bosco Talla, a affirmé jeudi à l’AFP recevoir des “menaces de mort” depuis le 26 juin, deux jours après la publication d’un rapport d’une ONG française évoquant notamment la fortune du président Paul Biya. “Les menaces ont commencé timidement vendredi (26 juin) par des coups de fils anonymes, suivis de SMS. Elles sont devenues fréquentes ces jours-ci”, a expliqué M. Talla, directeur de publication de Germinal. “Le dernier SMS que j’ai reçu ce (jeudi) disait: +T’as qu’à ameuter tout le globe. Cela n’a jamais ramené Zongo (journaliste burkinabè assassiné en 1998, NDLR) ni Guy André Kieffer (journaliste franco-canadien disparu en 2004 en Côte d’Ivoire, NDLR) en vie+”, a-t-il ajouté, précisant poursuivre “normalement” son travail “mais avec beaucoup de prudence”.Les menaces ont été confirmées par plusieurs ONG basées en France, dont la Fédération internationale des ligues des droits de l’Homme (FIDH), dans un communiqué conjoint publié jeudi. Falling production levels and a slump in oil prices have led to a 60 percent drop this year in contributions to the treasury from Cameroon’s state oil company, the firm said in a statement.Like other commodity-driven economies in Central Africa, Cameroon has been hit by lower oil prices, compounded by a drop in production which, for the first four months of 2009, was more than 23 percent down on the same period last year.Cameroon became a modest oil exporter in 1977, with production peaking at 185,000 barrels per day in 1985 before declining sharply to around 85,000 barrels in recent years.”The unfavourable international environment affected the commercial activities of the National Hydrocarbons Corporation (SNH) considerably,” the SNH said in a statement issued late on Wednesday.Credit transfers to the public treasury from the SNH had fallen to 82.81 billion CFA francs for the first four months of the year from just under 207 billion CFA francs for the same period last year, SNH said.

Le réaménagement gouvernemental de mardi dernier est frappé du sceau d’un binôme. Pour la troisième fois depuis le septennat en cours, le président de la République vient de procéder à un réaménagement de l’équipe gouvernementale. L’on a souvenance que le décret présidentiel du 8 décembre 2004 portant organisation du gouvernement, décret intervenu peu après la réélection de Paul Biya à la magistrature suprême le 11 octobre de la même année, a été suivi le même jour par la formation d’une nouvelle équipe gouvernementale dirigée par Ephraim Inoni. Cette équipe a été réaménagée une première fois le 22 septembre 2006, le même PM restant en poste. Près d’un an plus tard, le 7 septembre 2007, suite à un décret présidentiel ayant modifié et complété l’organisation structurelle du gouvernement, le président de la République a procédé au second réaménagement de l’équipe gouvernementale. Tandis que Ephraim Inoni est resté en fonction ce jour-là, la nouvelle structuration a consacré notamment la séparation entre l’Economie et les Finances, avec la création d’un ministère des Finances d’une part et d’un ministère de l’Economie, de la Planification et de l’Aménagement du territoire d’autre part.

Says time is over for errors of the past. «Let president Biya know that what he has done is great for the North West». That was the message as a spontaneous crowd of Bamenda inhabitants took to the streets of the city last night immediately the name of Philemon Yang, their illustrious son emerged as the new Prime Minister of Cameroon. In split seconds the junction into the City council was full with traffic interrupted as the placard carrying crowd started the 4 km march through Ntarinkon, Hospital Round About, Food Market, Commercial Avenue, Ayaba Street, Veterinary Junction, Ngeng Junction and onto the neighbourhood of Up Station where they were received at 7:30 p.m. by Governor Abakar Ahamat, his wife and guests. The messages were clear. «Thank you Mr President for appointing one of ours as P.M». «Thanks for renewing confidence in the North West». Congratulations H.E Yang Philemon». In all, their minds were expressed when speaking for all, Tawah Che Crecy, an elite told the Governor that «the people are excited and thank President Biya for the wonderful gift of a Prime Minister this day.

Comme les précédentes, la journée d’hier semblait pouvoir se terminer sans surprise. Les Yaoundéens après avoir vaqué à leurs occupations traditionnelles, avaient déjà pour la plupart regagné leurs domiciles respectifs. Rien, alors rien n’annonçait un quelconque bouleversement. A Cameroon Tribune, nous nous attelions à mettre la dernière main au dossier spécial sur les 35 ans du quotidien national bilingue que vous tiendrez demain entre les mains, lorsqu’au journal de 17 heures, la « bombe » est tombée. Le chef de l’Etat, une fois de plus a pris tout le monde de court en procédant à un remaniement ministériel. C’est à croire que, cette fois-ci encore, le secret a été particulièrement bien gardé. Aucune fuite. Ce qu’il faut retenir au terme de ce remaniement, c’est que le poste de chef du gouvernement change de titulaire : Philémon Yang, un ancien diplomate qui occupait jusque-là le poste de ministre, secrétaire général adjoint à la présidence de la République, est nommé Premier ministre, chef du gouvernement, en remplacement de Chief Inoni Ephraim, en poste depuis le 8 décembre 2004.

Ivory Coast have overtaken Cameroon as the top team in Africa, matching their highest ever position in the Fifa world rankings.The Elephants are now 18th in the world, up 20 places on last month. Elsewhere, African champions Egypt and World Cup hosts South Africa have both moved up two spots. Ivory Coast’s two wins in 2010 World Cup qualifying in the last month have helped them move into the number one position in Africa. They were also helped by Cameroon’s poor performance in the same campaign so far. The Indomitable Lions suffered a disappointing draw with Morocco and are second in Africa and 29th in the world. Good performances at the Confederations Cup have seen both Egypt and South Africa improve their rankings. The Pharaohs may have dropped out of the tournament at the group stage but their win over the reigning world champions Italy gave them plenty of points - they are now 38th in the world and 6th in Africa. Cameroon’s President Paul Biya, facing discontent over rising prices and corruption, sacked his prime minister on Tuesday in the biggest government reshuffle in more than four years.No reason was given for the removal of Ephraim Inoni, who had been in the midst of seeking access to more than $140 million from the International Monetary Fund to help cushion Cameroon from the effects of the global financial crisis.New prime minister Philemon Yang, a former diplomat and senior official in the presidency, will now head the government in the oil-producing country of 19 million, central Africa’s biggest economy.Political analysts said the reshuffle had not been completely unexpected given that the prime minister had been in place for several years and that corruption accusations against the government had intensified recently.”We do not expect to see any major change, especially as the size of the government remains big,” said Babissakana, the head of Cameroonian investment firm Prescriptor.”We were expecting that he would cut the government to about 30 ministers instead of the 60 or 65 for efficiency and better performance. It is disappointing.”Six new ministers joined the cabinet while three changed their posts.
