Bolloré : une présence de plus en plus controversée en Afrique

APAnews | La suspension récente, par le président camerounais Paul Biya, du processus de concession du terminal à conteneurs du port de Douala, la métropole économique où exerce depuis 2005 le français Bolloré Transport & Logistics (BAL), est venue relancer la controverse autour de la présence dudit groupe en Afrique.

Intervenant pendant la visite de travail dans le pays du ministre français de l’Europe et des Affaires étrangères, Jean-Yves Le Drian, ce retournement de situation, qui du coup remet sur la touche le nouvel opérateur provisoire italo-suisse Terminal Investment Ltd (TIL), a renforcé chez bien d’analystes le sentiment de la survivance de la «Françafrique» dans les anciennes colonies de l’Hexagone à travers le continent.

Bolloré Ports, qui opère 21 concessions à travers le monde, contrôle en effet les places d’Abidjan (Côte d’Ivoire), Bangui (Centrafrique), Conakry (Guinée), Cotonou (Bénin), Douala (Cameroun), Kribi (Cameroun), Le Port (La Réunion), Lomé (Togo), Moroni (Comores), Owendo (Gabon), Pointe-Noire (Congo), Port-Gentil (Gabon) et San Pedro (Côte d’Ivoire). Mais il opère également dans plusieurs ports non francophones notamment au Ghana, au Liberia, au Nigeria et en Sierra Leone, pour une moyenne annuelle de 380.000 EVP (équivalent vingt pieds), selon des données concordantes.

Sur la base d’un document interne consulté par APA, BAL se présente comme «un acteur majeur en Afrique centrale et le leader de la logistique intégrée sur mesure». Au Cameroun, particulièrement, et selon une étude réalisée en 2018 par le cabinet d’audit Ernest & Young, son activité dans la métropole économique, sous le label de Douala International Terminal (DIT), génère 3460 emplois directs, indirects et induits, à l’exclusion du secteur informel, soutenant financièrement 17.646 Camerounais équivalent à 0,07% de la population nationale.

À Douala, où il attend les conclusions définitives de la procédure judiciaire engagée contre le Port autonome (PAD) qu’il accuse de l’avoir évincé de la phase de pré qualification, BAL, qui y exerce en tandem avec l’armateur danois APM Terminals (Bolloré-APMT) sous la dénomination de Douala International Terminal (DIT), met par ailleurs en avant l’obtention récente d’une prolongation d’activités jusqu’en 2013.
