Cameroon President Vows to ‘Deal’ with Separatists

VOA | YAOUNDE — Cameroon President Paul Biya says he will destroy all terrorists whom he says are fighting to separate his country or using it as a hiding place for armed attacks on neighboring states. In a message, Biya reiterated he was open for dialogue with the disgruntled English speaking minority in the bilingual country but that his military would deal with armed separatists fighting for the independence of the English speaking regions.

President Paul Biya says it is his duty to ensure public order, social peace, the unity of the nation and Cameroon’s integrity, and so he has issued instructions that all those who have taken up arms, who perpetrate or encourage violence should be fought relentlessly and held accountable for their crimes before the courts of law.

“It is my firm belief that fast-tracking our decentralization process will enhance the development of our Regions,” he said. “To that end, I have ordered the implementation of the necessary measures to speedily give effect to this major reform. We will contribute towards consolidating the rule of law and open a new page in our democratic process.”

Many Cameroonians had expected Biya to be lenient towards armed insurgents and invite them to the negotiation table.

Biya said he requested the government engage in constructive dialogue with English speakers to seek solutions to their demands. But he added that he will destroy all those who have taken arms against the state, which he reiterated will remain one and indivisible.

He however pledged to make Cameroon a decentralized unitary state by implementing decentralization as spelled out in the country’s constitution.

Rene Emmanuel Sadi, Cameroon’s minister of territorial administration and decentralization, says the decentralization Biya spoke about encounters many challenges.

“We started implementing this process effectively since 2010, but of course we can ascertain the fact that the there are still some difficulties, there are still some problems,” he said. “The councils complain that the resources put at their disposal do not allow them to respond to the needs of the populations and to the implementation of their projects.”

Until a few years ago, Cameroon was referred to as a peace haven because it had never experienced major challenges. But the Boko Haram insurgency on its northern border with Nigeria that started four years ago has killed more than 25,000 people, and displaced millions of people in Cameroon, Chad, Nigeria and Niger according to the United Nations.

The spillover of the carnage in the Central African Republic (CAR) is also felt on the central African state’s border with CAR with repeated cases of kidnappings for ransom and attacks by armed men.

Adolph Deben Tchoffo, governor of Cameroon’s English speaking north west region, says he supports Paul Biya’s determination to eliminate the armed separatists so that schools can reopen and businesses pick up in the English speaking areas of Cameroon more than one year after they were hampered by the crisis.

“We are begging for peace and we are leaving no stone on turned to maintain long lasting security, securing the population, asking the population to mobilize themselves to support government to make sure the economic activity, the social activity in the region comes back to normalcy,” he said.

Biya said Cameroonians desire greater participation in managing their affairs, especially at the local level and as such he will make sure the constitution is respected fully.

Cameroon will hold local council, parliamentary and presidential elections in 2018. Many hope the polls will be transparent. Biya has been president for 35 years, winning in elections opposition political parties say are always rigged to favor him.

Look at the closest neighborhoods to your palace dusty and lack portable water. You and your guys are using the idea of fighting the secessionists to milk the treasuries dry and direct borrowed funds into your private pockets, the Uniform Men are forcefully and openly collecting money from road users.       The Emergence come just 2035, is doomed to fail woefully. And the excuse,
      will not be bad governance, but terrorist and seperationist insurgency. The excuse,
      will be so crafted to the point that it will become the duty of tchiroma and crtv to
      sell. Can one immagine that biya told the frogs in his NY speech that loan money
      will be used to bring about emergence in lrc and they have been so happy ever
      since. They are hoping, to give him another term to mismanage and leave them
      in debt. What a people.
      The good side of it all, is that the Anglos are distancing from this moronic wahala.

  5. @Bikutsi This problem is created by Biya,baptised by majority francos.When Biya banned the consortium and jailed its leaders who were asking for a federal system,,a majority of u francophones were in support of Biya.Little did he know that,by jailing the consortium leaders,he created a power vacuum,and of course,the seperatist had to step in and fill that vacuum.That is why we are,where we are today.He jailed the consortium leaders,hoping that the power vacuum will bring an end to the revolution,but little did he know that,he was digging his doom. Biya’s gov’t have refused categorically to talk about the anglophone crisis in parliament and a majority of francophones are in support,that the crisis should not be discussed in parliament.But Biya himself came and talk about it in his speech.

LR better be prepared for a war they cannot see their enemy but will hear the enemy coming. What would tanks and amor cars do to the people of Southern Cameroons. Wait until the Biafrans start vengeance on LR. It was Ahidjou with the collaboration of the old man Biya that stopped my people from becoming Independent from Federal Republic of Nigeria 1968-1970. We are more than 6 millions (Nigerians) in Cameroon and will help our brothers who made the mistake of joining LR get their own Independence

  13. @Nyamfuka If u must know,getting Biya out of Unity Palace is not our objective,but kicking his soldiers to their boundary they inherited at independence will see Biya leaving the unity palace.I don’t think Biya will be motivated to stay in the unity palace if he can no longer get the petrol money that he has been stealing from SONARA.But what i think u should be interested in,is the fact that we will be moving out of this informal union in 2018.U people can stay in your country,LRC and decide whether u will like to continue giving Biya your motions of support for him to stay in the unity palace….

I thought he has already been arrested.So,they still have to arrest him?I can see how frustrated u people have become.U this lazy people from LRC.Go and learn how to live without petrol.I have seen many countries surviving without petrol,eg Switz,S.Korea,Sweden.U came and saw petrol in Ambasonia and u became very lazy,thinking that this informal union will last forever.Two francophone presidents for 56 years,nothing to show.No investments,even in agriculture.And u think Ambasonians should continue to be slaves for u and your master,France forever,right? Hunger will kill u guys.Go and tell France that their best student,Biya have failed them.We are gone..bye bye.

I am also coming from Cameroon..If you visit the NWP and drive to the south west province through Mamfe, you see psychological warfare from the troops coming from yaounde.They are only talking French and this show of force is a wrong strategy…Most of the troops dont understand a word in English..
    So do they want to tell the people it is a war against anglophobes?..
    We have a long way to go in solving internal conflicts in cameroon..
    While the people long for peace, we have a long way to go because lots of hatred will be built..
    In limbe , you think u are in the French part of the country..To buy a drink in SEME beach, u need to talk but in French..Where is the bilingualism?..

    • Limbe is a Volcano and it will someday erupt.
      In Limbe the police commissioner is? From East Mungo
      In Limbe there is international and forced annexation of territory by giving loans to people from Overside Mungo to build properties
      The agenda in Limbe is same as Israeli settlements on Palestinian land because it will complicate any act of separation.
      It is no accident that all the governors, DO, SDO in south west province are from the same tribal clan.
      It is no accident than there is a French military base in limbe with camouflage Cameroonian army at Man-o-War bay
      Limbe has internet connection the rest of West Cameroon is a farce..ask the people of Manyu
      Anglophones in limbe are like blacks in apartheid SA they can’t speak but they know they are oppressed.
      SONARA is the reason!

        You have very pertinent points and most of the things you are saying are true.
        While I agree you that the gvnor, DO, SDO, etc should be locals, I don’t think we should stop Cameroonians to by properties where ever they desire in the Country.
        What you are complaining about is happening all over the Country. In Kribi and even Yaoundé, those who by lands and properties are not allways the native. It is more sensitiv in Limbe because it is a so called “Anglophone Region ” and the byers are not allways “Anglophones ”
        .
        Most of the byers are from the diasporan . And talking for myself, I think when you lived most of your life overseas, you can’t just invest anywhere. For me, Limbe has everthing for a good break back home.

    We should really avoid such words as seperatists, terrorist etc etc these words used by Biya and his Gang of old people that are unable to provide a solution to internal problems in our country…We should show a certian degree of love and respect for Africa and the africans..
    BY now we Should accept that:
    – We need fresh wind
    -The old people have failed
    -The country needs unity
    -There are many internal problems that need immediate solution.
    -A dialogue should be open and fair….
    If not we will not repair the damages caused by these old and unproductive people like Biya, Tchiroma and the gang of old people that have decided to stay in power and spoil our country….
